How it works

Pannoc supplies high-quality cosmetic products in bulk packaging, which you can then fill into smaller packages mentioned in the PIF, complete with your own logo and brand identity. This allows you to build a recognizable and professional private label, without the complexity of your own product development or production. You choose from our range which care products you wish to launch under your private label.

Quality Guarantee

All Pannoc products are formulated using dermatologically validated ingredients and produced at our GMP-certified production site in Olen, Belgium. The formulas have been developed in accordance with the European Cosmetics Regulation (EC) No. 1223/2009 and supported by a complete Product Information File (PIF), including cosmetic safety assessment in accordance with Annex I of the regulation.
This means a considerable simplification for you as a pharmacist: the regulatory and scientific substantiation of the products has already been provided by Pannoc.

Responsible Person

For every cosmetic home preparation, Pannoc has a Cosmetic File (PIF). When checked, you can refer to Pannoc. Pannoc must therefore be listed as RP on the packaging. If this is not on the packaging, it cannot be referred to the Pannoc Cosmetic File.

Before a cosmetic product can be placed on the market, it must be notified via the Cosmetic Products Notification Portal (CPNP) — a legal obligation under the European Cosmetics Regulation (EC) No. 1223/2009. Pannoc will provide this notification for you. Contact info@pannoc.eu.

It is not allowed to add additional ingredients to the preparation. You will then create a new cosmetic and will need to prepare a new Cosmetic File to do so. Of course, Pannoc can help you prepare a personal cosmetic file.

What should be on the label:

• Name and address of the person responsible; Pannoc must therefore be mentioned on the packaging
• Nominal volume (quantity);
• User manual;
• Ingredients; the perfuming ingredients should not be listed in detail, except for certain allergenic ingredients;
• Function of the product, unless this is obvious;
• Production lot number;
• “Minimum expiration date”: “preferably used before...”, for products with a shelf life of less than 30 months;
• “Shelf life after opening” expressed in months, for products with a minimum shelf life of more than 30 months.
• Claims may only be copied from the Pannoc sales sheet. No other claims may be added.
